Quenching North Carolina’s Thirst: Governor’s Water Plan Wins Praise

Raleigh- Consumer advocates call Governor Easley’s water management proposal a pragmatic approach to protecting North Carolinian’s access to water.  The three-part proposal includes monitoring and resource planning provisions, efficiency requirements, and improved authority to regulate water during times of drought.  “The Governor’s proposal provides a statewide plan for a statewide problem.” says Shana Becker, consumer advocate for the North Carolina Public Interest Research Group (NCPIRG). “With rapid development, population growth, and global warming, the time for smart water management is now.”    Under the governor’s plan, rate structures that reward efficiency will be pursued, while those that encourage consumption will be prohibited.  Previously, consumers could be charged less for using more water, getting a discount for extra consumption.  In addition, new developments will be required to use efficient fixtures.  Examples could include low flow toilets, efficient water spouts, and showerheads.   “Efficiency codes are the simplest, smartest way to increase water savings.” added Becker.  “Efficient appliances save water – and money – without effort.”    Lawns can stay green under the governor’s proposal, as well.  Household water from sinks and showers, also known as “gray water,” may be used for gardening. Previously, reuse of gray water was prohibited.  Furthermore, new developments will be subject to regulations regarding in-ground irrigation.  Drip irrigation, one type of in-ground system, greatly reduces water usage while providing ample hydration for a green lawn.        “To ensure availability of water, any proposal must promote the sustainability of our system.” concluded Becker. “The Governor’s plan is a pragmatic step in the right direction.”
